The Alliance for Police Accountability (APA), supported by Action for Race Equality (ARE) as secretariat, will be hosting a Civil Society Half-Day Briefing Session on Monday, 27 October 2025.

This important session will bring together civil society organisations, statutory partners, and race equality advocates to discuss the direction of travel of the Police Race Action Plan (PRAP) and the development of an Independent Civil Society Oversight Model, an initiative designed to ensure long-term accountability, transparency, and community-led scrutiny of policing in the UK.

Context and purpose
Following a particularly eventful summer, including major government changes and the appointment of a new Home Secretary, this session provides a vital opportunity for civil society to reconnect and reaffirm its shared commitment to race equality and police accountability.
The briefing will focus on three key priorities:
- Reviewing the future direction of the Police Race Action Plan (PRAP)
- Presenting a draft Independent Civil Society Oversight Model, shaped by input from more than 30 civil society organisations through workshops earlier this year
- Continuing to strengthen collaboration between community-led organisations and statutory policing partners
Building on momentum from the Community Oversight Working Group (COWG) established in May 2025, the event marks a key step in ensuring oversight remains independent, Black-led, informed by lived experience, and ethically governed.

The APA and its civil society partners have consistently advocated for stronger oversight and sustained leadership within the Police Race Action Plan. With changes in government and renewed discussions about the future of PRAP, maintaining a collective civil society voice has never been more important.

The session will also provide updates on APA’s ongoing engagement with senior officials, including the National Police Chiefs’ Council (NPCC) and the Home Office, as efforts continue to co-design a credible and community-driven oversight structure for policing reform.
